Geoff Lilliss, Executive Consultant
Geoff understands business at all levels and is especially focused on Leadership and Strategy , having held positions of Managing Director, Chief Executive Officer, Executive General Manager, Chief Operating Officer, Chief Engineer and a variety of General Manager roles over his extensive career, primarily in the energy transmission and distribution industry. As the former head of the largest Australian Electricity Network business, Geoff was responsible for overall financial outcomes, reform of operations, contemporary asset management, an $8 billion investment program and a number of economic regulatory determinations. Geoff also has extensive experience in the manufacturing industry, having held the role of Managing Director and CEO between 2010 and 2014 at Ampcontrol, one of Australia’s significant manufacturing organisations. In 2013 and 2014, he was recognised as one of Australia’s 100 most influential engineers, and recently was made an Honorary Fellow of IE Australia in recognition of his contribution to the profession.

John Templeman, Executive Consultant
John has over 30 years’ experience within the infrastructure sector as a Project Leader and business executive, across the transport (road, rail and rollingstock), water and wastewater, mining, defence, manufacturing and heavy industrial domains. In his previous Project Director roles, he has had single point accountability for high capital value and complex programs (>$2Bn) in both private and public sectors, including business case development, strategic planning and execution of commercial strategies, extensive stakeholder engagement, implementation of risk assessment and risk control measures and asset management for road and rail assets.
John has wide ranging commercial and procurement expertise, including having procured Alliances, Managing Contractor Contracts, ECI Contracts/ followed by D&C Contracts, as well as numerous D&C and Construct Only contracts in his previous role as a Project Director at TfNSW. John has also held key executive roles for Tier 1 contractors, including responsibility for business unit profitability for businesses in excess of $150M p.a. turnover.
John is a civil engineer and a Graduate of the Institute of Company Directors and has post graduate qualifications in Project Management and OH&S.
Mark Southey, Executive Consultant
Mark is a highly experienced program director/portfolio manager with extensive experience in the public and private sectors creating, leading and delivering projects and large-scale programs across a range of industries. Mark holds an Executive MBA from the Macquarie Graduate School of Management, Sydney.
Mark has a strong and proven background in program/solution delivery to blue chip mining and industrial and public sector clients and has held several executive level delivery roles. He has worked for engineering/project companies, as well as for several Tier One Consultancies including IBM, Oracle Corp, Capgemini and Deloitte Consulting holding roles as their Program delivery/public sector/ asset intensive industries specialist.
Mark has a substantial track record of operating in the asset intensive, heavy industrial and mining industries. He has held numerous line management roles in remote mines in Queensland, including Mine Manager, Chemist/ Metallurgist, Major Shut-Down/Capital Works & Maintenance Manager, General Manager (direct Board and P&L reporting), Greenfield site design, construction and commissioning.
Jamie French, Executive Consultant
Jamie is an industry leading integrated technology professional with experience in the roadside and system control industry throughout the UK, New Zealand, and Australia. He specialises from initial concept design, functional and concept of operations through to implementation including asset management and maintenance preparation and review.
Jamie has a strong analytical background used to diagnose complex issues within highway control systems and procedures to better inform operational requirements and future technical developments. Linking congestion and stakeholder use to technology need to provide enhanced outcomes through human factors reporting and technology performance. In-depth knowledge of technology maintenance requirements and regimes with a primary focus on developing meaningful performance metrics designed to enhance both the delivery capability of technology and the performance for the client.
Jim Livas, Executive Consultant
Jim is a Water Professional and Executive leading water infrastructure businesses and contractors in Australia and globally. Jim specialises in Business Planning, Business Development and Project Delivery, including engineering, procurement, construction, commissioning and management of complex multidisciplinary water treatment and transmission projects.
Jim was an integral member of the John Holland Executive Water Leadership Team from 2012 to 2023. He has also previously been on various steering committees including the Broken Hill Pipeline Project Operation and Maintenance Contract ($400M DBOM) and Sydney Water Upper South Creek Project (DBOM ~ $700M).
Andrew Harwood, Executive Consultant
Andrew has experience in providing commercial, claims, finance, project controls, risk, business improvement and project management services (including establishment of project controls and project reporting). During his time in private and government organisations in Australia, Middle East, India and USA, including holding executive roles in Tier 1 Contractors, Andrew has worked in civil construction, engineering, road and rail transport infrastructure, ITS, structures, minerals, utilities, marine, operations and maintenance, industrials, waste and asset management. Andrew has extensive experience and detailed understanding of complex agreements. This includes Design and Construct, Construct Only, Alliancing Agreements with TOC, Partner Interface Deeds, JV, PPP, KPI’s, O&M, TfNSW suite including GC21).
Ashley Douglas, Executive Consultant
Ashley is a senior executive who has held several executive roles in Tier 1 Contractors during his career. During his time at John Holland, Ashley has held key roles including General Manager – Pre-Contracts Group, Group Manager - Project Reviews and NSW/ACT Operations Manager. Ashley has provided DPE (formerly DPIE) expert review services on major projects, such as Dungowan Dam and Wyangala Dam Wall Raising projects, including provision of recommendations on how to improve proponent submissions. His experience also includes supporting iNSW with expert reviews as part of the Gateway review process.
Tony Boakes, Executive Consultant
Tony has over 40 years’ experience in the Construction and Engineering Industry, with 30 years’ experience in planning and delivering construction and maintenance projects across Electrical and Telecommunication Utility Assets. Tony drives outcomes through delivering design and construction activities from both the Asset Owner and Delivery partner perspectives, and also through to integrating requirements into future service delivery partners.
As a leader Tony has undertaken the delivery of large Capital Programs across electrical distribution and transmission asset portfolios using a variety of delivery methods including internal delivery, alliances, and other contract delivery models.
Most recently Tony was responsible for designing and establishing an unregulated Infrastructure Services business for Ausgrid to service the needs of clients across Electrical and Telecommunications sectors within the Ausgrid franchise area (Sydney Metropolitan and Hunter region areas).
Germán Fumis, Executive Consultant
